Temporary import AND export


Goods may be temporary imported to enable services to foreign persons, respectively, may be temporary exported to enable services of foreign persons, as well as in other situations when the imported goods are assigned to be re-exported, respectively, when the exported goods are assigned to be re-imported. There are the specified situations in which temporary import is to be allowed, the most important of which are the following:

import of semi-products for work-out;

import of spare parts required for repairing the equipment being recorded in a company’s books as its initial capital;

import of animals for reproduction;

import of semi - products, raw - materials, textures, etc., assigned to produce for export, provided the import is agreed either by the contract on long-term producing co-operation, or by one of the contracts being considered as foreign investment;

import of tools and equipment to supply already imported equipment;

import of equipment assigned to be used by the representation office of a foreign company;

import of equipment upon the lease contract concluded between a foreign lessor and a domestic lessee, assigned to enable domestic company to produce or to render services;

import of specified equipment assigned to be leased by a domestic company to other customers;

import of goods to be sold through the consignment-stock;

import of goods to be sold in domestic market by a domestic company having concluded contract to sell for commission with a foreign partner.

Temporary imported goods shall either be re-exported, within terms determined by the decision on temporary import, or be finally imported, within the same terms. Payment of customs duties is assumed in case of the later. A Customs unit approves temporary import and export, as well as its duration, with possibility to extend the duration subsequently in certain situations, up to the period specified by the Law for each situation when temporary import, or export, was allowed.
